Windows Fundamentals for Legacy PCs （一般简称为 “WinFLP”） 是微软在 2006 年发布的基于 Windows NT 5.1 内核的 Windows 轻量级客户端及嵌入式操作系统， 专为老旧的硬件平台或瘦客户端设备设计的 Windows 轻量级客户端及嵌入式操作系统， 授权及批量许可方式与 Windows XP 客户端及工作站操作系统一致 （序列号通用） 且不公开发售， 因此该系统发布十分低调并且鲜为人知。

正式版本自带 Service Pack 2 更新， 但有 Service Pack 3 更新可用。

不同于过去在基于 Windows NT 5.1 和 Windows NT 5.2 内核的 Windows 桌面操作系统中常见的 i386 安装方式， 转而采用了 WIM 安装方式， 这一新颖的安装方式出现在 Windows Vista 客户端及工作站操作系统及更高版本的 Windows 桌面操作系统中。
