Windows RT 8.1 （一般简称为 “WinRT8.1”） 是微软在 2013 年发布的基于 Windows NT 6.3 内核的 Windows 客户端操作系统， 是 Windows RT 客户端操作系统的继任者。 本质上是为搭载 ARMv7 架构系统级芯片的轻薄翻转笔记本或二合一平板电脑这类移动设备而量身定做的 Windows 8.1 客户端及工作站操作系统。
Windows RT 8.1 只能预装在新出厂的 OEM 设备或是 OEM 设备从先前预装 Windows RT 客户端操作系统升级而来， 该系统适用于电池续航时间长、 针对旅途多移动场景而设计且搭载 ARMv7 架构系统级芯片的轻薄翻转笔记本或二合一平板电脑这类移动设备， 例如：
- 微软 Surface RT 二合一平板电脑。
- 微软 Surface 2 二合一平板电脑。
- 戴尔 XPS 10 轻薄翻转笔记本。
- 华硕 Vivo Tab RT 二合一平板电脑。
- 联想 ideapad Yoga 11 轻薄翻转笔记本。
- 诺基亚 Lumia 2520 二合一平板电脑。
- 三星 ATIV Tab 二合一平板电脑。
新功能与特性
Windows RT 8.1 客户端操作系统的大部分功能与 Windows 8.1 客户端及工作站操作系统保持一致， 仅部分功能存在差异。
正式版
- 与 Windows RT 客户端操作系统一样的地方在于：
- 仅支持运行系统预装的部分 Win32 应用程序 （
.exe文件格式的应用程序） 或 Metro / Modern 应用程序 （.appx文件格式的应用程序） 以及从 Windows Store 下载的 Metro / Modern 应用， 不支持运行第三方开发且针对 x86 体系架构的 Win32 应用程序。 - 依旧不包含这些组件或功能：
- Windows 媒体播放器。
- Windows 媒体中心。
- 家庭组创建 （可以加入现有家庭组但无法创建新的家庭组）。
- 远程桌面。
- 域加入。
- 仅支持运行系统预装的部分 Win32 应用程序 （
