Windows Phone 8.1 （一般简称为 “WP8.1”） 是微软在 2014 年发布的基于 Windows NT 6.3 内核的 Windows 移动操作系统。 它不仅是 Windows Phone 8 手机操作系统的继任者， 也是 Windows Phone 手机操作系统系列的第三个大版本， 在 2015 年被新一代 Windows 移动操作系统 Windows 10 Mobile 所接替。
相较于上一代 Windows Phone 手机操作系统在功能方面获得了不少的改进和升级， 甚至是这一代 Windows Phone 手机操作系统中首次引入微软自家首个人工智能助理微软小娜 （Cortana）。 她能够根据用户的行为、 喜好和习惯， 能够做出一系列反馈行为， 诸如提供定制安排、 问题回答互动和关键信息记录等。
