作为一款面向<big>'''平板电脑'''</big>和<big>'''触屏电脑'''</big>的 Windows 客户端及工作站操作系统， 它的系统界面经历了大规模重新设计， 引入了扁平化的 Metro / Modern UI， 还未还在文件资源管理器加入了 Ribbon 界面。 由于传统的 “开始” 菜单被基于 Metro / Modern UI 且全屏显示的 “开始” 屏幕替代， 因此删除了开始按钮， 这一做法招来了许多用户的批评和非议。

2014 年期间， 中国政府采购网发布 《关于进行信息类协议供货强制节能产品补充招标的通知》， 要求所有计算机设备不允许预装 Windows 8。
